Canada Work Visa Updates February 2025
1. Updated Family Open Work Permit (OWP) Rules — Effective January–February 2025
Canada has narrowed eligibility for family open work permits. These changes directly impact spouses, partners, and dependent children of temporary residents.
Who is still eligible for a Family OWP?
Spouses of international students enrolled in:
Master’s degree programs (16+ months)
Doctoral (PhD) programs
Approved professional or specialized programs
Spouses of foreign workers employed in:
TEER 0 and TEER 1 occupations
Select TEER 2 and TEER 3 roles in priority sectors such as:
Healthcare
Construction
Education
Natural and applied sciences
Skilled trades
Military & protective services
Additional 2025 Requirement
The primary worker must have at least 16 months left on their work permit when the spouse applies.
Who is no longer eligible?
Dependent children of temporary foreign workers are not eligible for open work permits under the new rules.
Spouses of students in short programs, low-skilled jobs, or non-priority occupations no longer qualify.
2. Work Permit Extensions & Processing Updates (2025)
To improve efficiency, IRCC has updated the work permit renewal system.
Key changes
Applicants may apply for extensions up to 180 days before their permit expires.
Most applications must be submitted online, using digital signatures and PDF uploads.
Priority processing is given to workers in labour-shortage sectors.
Impact
These changes reduce processing delays but require applicants to prepare documents earlier and follow digital requirements closely.
3. Visitor-to-Work Permit Pathway Fully Closed
A previously available option allowing visitors to apply for an employer-specific work permit inside Canada has ended.
What this means
Visitors can no longer convert to a work permit from within Canada.
New work permit applications must follow the standard process, usually from outside Canada.
4. What Applicants Should Do in February 2025
For Students
Confirm that your program qualifies for spousal OWP support.
Ensure your program meets IRCC’s new duration and eligibility requirements.
For Foreign Workers
Check your job’s TEER classification.
Make sure your permit has 16+ months remaining before your spouse applies.
For Families
Understand that dependent children no longer qualify for OWPs.
Double-check updated eligibility before submitting applications.
For Renewals
Apply early (within 180 days before expiry).
Prepare all documents digitally.
