Employment Authorization Exempt Categories Regulation 20(5) classifies validation exemption categories under 6 major groupings: Persons determined to be Convention Refugee, persons who could not otherwise subsist without public assistance, or persons in various stages of legal process who are awaiting final determination of their case; Persons entering Canada under North American Free Trade Agreement (NAFTA), Canada Chile Free Trade Agreement (CCFTA) and General Agreement on Trade in Services (GATS); Foreign students who, due to circumstances beyond their control sometimes find themselves unable to meet the cost of their studies in Canada; Persons involved in research, educational and training programs approved by the Minister of Citizenship and Immigration; Persons which will create or maintain significant benefits for Canada; Persons employed by religious or charitable organizations as volunteers without remuneration in non religious duties.
